长江经济带工业绿色发展效率及其影响因素研究

A Study of the Efficiency and Impacting Factors of the Green Industrial Development of the Changjiang River Economic Belt

从绿色技术追赶效应、绿色创新溢出效应和绿色制度激励效应等维度探讨提升工业绿色发展效率的内在机理。采用SBM-GML指数模型测度2011—2015年长江经济带工业绿色发展效率,采用面板Tobit模型分析长江工业绿色发展效率的影响因素。研究结果显示:长江经济带工业绿色发展效率呈平稳增长态势;上中下游地区分异明显,呈典型"凸型"分布,中游地区最高,下游地区次之,上游地区最低;长江经济带工业绿色全要素生产率增长主要依赖绿色技术外溢;产业结构、人力资本、能源结构、对外开放等对长江经济带工业绿色发展效率的作用显著。进一步提升长江经济带工业绿色发展效率,应加强工业布局调整、工业结构优化、传统制造业绿色化改造。

This paper discusses the internal mechanism of promoting efficiency of the green industrial development from the perspective of green technology catch-up effect,green innovation spillover effect and green system incentive effect. In this paper,the SBM-GML index model is used to measure the efficiency of the green industrial development of the Changjiang economic Belt in 2011-2015,and the panel Tobit model is used to analyze the factors affecting the green development efficiency. The results show that the the efficiency of the green industrial development of the Changjiang economic belt is steadily increasing. The differentiation of the upper and lower reaches is obvious,the distribution is typical ＂convex type＂,the middle reaches the highest,the downstream area is the second,and the upper reaches the lowest. The industrial green total factor productivity growth of the Changjiang economic belt mainly relies on the green technology spillover. Industrial structure,human capital,energy structure and opening to the outside have a significant effect on the efficiency of thegreen development of the Changjiang economic Belt. To further enhance the efficiency of the green development of the Changjiang economic Belt,we should strengthen the adjustment of industrial layout,the optimization of industrial structure and the green transformation of traditional manufacturing.
