江西革命老区旅游精准脱贫的路径研究

A Study of the Path of the Accurate Poverty Alleviation by Developing Tourism in the Old Revolutionary Areas in Jiangxi Province

旅游精准扶贫是响应习近平总书记新时代脱贫攻坚思想的重要产业支撑,已经成为江西革命老区扶贫开发的重要路径和主要模式之一。在国家政策的引导下,江西省革命老区在扶贫体制机制、旅游产业发展方面已经取得了较好的成绩,旅游扶贫效应日渐凸显。受历史因素、发展条件和资金政策等多方面因素的影响,江西省革命老区的乡村地区仍是扶贫开发的重点区和难点区,受助人群识别难度大,多渠道资金难以整合形成合力。为此,可以从精准识别扶贫对象、合理选择旅游精准扶贫项目、充分发挥资金整合效应、健全精准帮扶政策、切实优化扶贫绩效考核五个方面进一步推进革命老区的旅游精准扶贫工作。

The accurate poverty alleviation by developing tourism is an important supporting industry responding to general secretary XI Jinping’s thought of tackling poverty in the new era,and has become an important path and a mode of poverty alleviation and development of the old revolutionary areas in Jiangxi Province. Under the guidance of national policy,the old revolutionary areas in Jiangxi Province have achieved good results in the system of poverty alleviation and the development of tourism industry. The effect of poverty alleviation by developing tourism is increasingly prominent. Influenced by such factors as historical factors,development conditions,capital policies,etc.,the rural areas in the old revolutionary areas in Jiangxi Province are still the key and difficult areas of poverty alleviation and development. It is very difficult to identify groups of recipients,and multi-channel funds are difficult to integrate and form resultant force. Accordingly,we can further promote the accurate poverty alleviation by developing tourism in the old revolutionary areas in Jiangxi Province by accurately identifying the target of poverty alleviation,reasonably choosing the project of accurate poverty alleviation,giving full play to the effect of capital integration,perfecting the policy of accurate aid,and effectively optimizing the performance of poverty alleviation.
