代理人抑或当家人：第一书记的双重角色与融合--基于G镇的经验

Agent for Government or Spokesman for Peasant: The Dual Roles and Its Integration of the First Secretary of Poverty Alleviation

第一书记是当前中国精准扶贫战略实施的重要制度设计,对提高农村的扶贫绩效具有重要意义。第一书记在扶贫实践中扮演着双重角色,即政府代理人与村庄当家人。作为政府代理人,其主要任务是推进国家政策在农村的落地,而作为村庄当家人则需要为群众代言,满足群众的需求。然而,国家政策供给与群众的需求有时并不一致,从而导致两种角色的冲突,影响了政策的有效执行。为此,我们需要保持国家政策供给与农民需求之间的平衡,来推动双重角色的融合,以提高精准扶贫的实效。

The first secretary of poverty alleviation is an important system,which is benefit to improve the performance of rural poverty in China. The first secretary of poverty alleviation has the dual roles which are agents for government and spokesman for peasant in the practice of poverty alleviation. As the role of agents for government,their main tasks are to promote the landing of national policies in rural areas,while as the dole of spokesman for peasant,they need to speak for the peasant and meet their needs. We find that there are inconsistent between the supply of national policy and the demand of the peasant,which leaded to the conflict of the two roles and reduced the effectiveness of the policy. Therefore,we need to maintain the balance between the supply of national policy and the demand of peasant to promote the integration of the two roles,and improve the performance of poverty alleviation.
