摘要 新时代高校全面从严治党是高校坚持"四个服务"办学方向,落实"立德树人"根本任务,聚焦"双一流"建设的应有之义。其基础前提是,必须厘清高校各级党组织的主体责任,建立覆盖"校党委、院系级单位党组织、基层党支部"和"班子集体、党组织书记及班子成员个体"的责任清单,实现高校党的各级组织与党员个体的多维联动。推进高校全面从严治党向纵深发展,重点应通过规范高校党建实操制度,配强书记队伍,建立述职考核问责机制来倒逼管党治党主体责任落地生效。 In the new era,to comprehensively strengthen Party discipline in colleges and universities is the intrinsic requirement for them to adhere to the " four services" direction of running schools,implement the fundamental task of moral education,and focus on the " Double First-rate" construction.The basic premise for this is to clarify the main responsibilities of Party organizations at all levels of the university and establish a list of responsibilities covering " university Party committee,departmental Party organizations,grassroots Party branches" and " team collectives,Party organization secretaries,and individual members of the team",so as to realize the multi-dimensional linkage between the Party organizations at all levels and the individual Party members. In order to promote the comprehensive strengthening of Party discipline in depth,the focus should be on standardizing the practice of Party building in the institutions of higher learning,strengthening the team building of Party secretaries,and establish an assessment and accountability mechanism to force the implementation of the Party's responsibility to manage the Party.
