2017年是香港回归二十周年，也是研讨、总结乃至于反思‘一国两制’宪制模式的历史性契机：2017年7月1日，习近平主席在纪念香港回归二十周年大会上的讲话（下称‘七一讲话’），对‘一国两制’的历史与法理进行了来自中央最高层的权威诠释，并赋予了丰富的发展内涵。

2017 is the 20th anniversary of Hong Kong＇s return to the motherland, and provides a historic opportunity for discussing, stnnmarizing and reflecting upon the mode of ＂One Country, Two Systems＂. In his speech at the meeting celebrating the 20th anniversary of Hong Kong＇s return on July 1. 2017 （the ＂July I st Speech＂）, Chinese President Xi Jinping not only provided an authoritative interpretation from the CPC central leadership to the histoly and jurisprudence of ＂One Country, Two Systems＂, but also enriched the connotations of its development. Xi＇s Report to the 19th National Congress of the Communist Party of China （CPC） （the Report） further highlighted the leading guidelines and themes （lawbased governance and orderly integration） of ＂One Country, Two Systems＂.
