摘要 国家质量监督检验检疫总局"科技计划类"项目"常压储罐火灾风险评价方法与防控体系研究"荣获中国职业安全健康协会科学技术奖三等奖、中国设备管理创新成果奖一等奖等多个奖项。该项目在罐区火灾评价方法和火灾防控体系方面开展研究,结合事故案例提出发生火灾事故的关键决定因素,提出对储罐区进行火灾风险分析方法及管理工作的建议,构建石油储罐火灾危害控制模式,开展储罐区火灾事故应急预案和对策步骤的研究。该项目所取得的成果可广泛应用于我国各大型常压储罐的火灾防控与风险管理等方面。本文重点介绍了该项目的背景、总体思路、研究方案、经济社会效益等相关内容。 The "State administration of quality supervision, inspection and quarantine science and technology plan" program "Research on fire risk assessment method and control system of atmospheric storage tank" won the third prize of the China Occupational Safety and Health Association Science and Technology Award, and the first prize of the China Equipment Management Innovation Award. The fire evaluation method and fire prevention and control system in the tank area are studied, and the key determinants of the fire accident are put forward in the case of accident. The fire risk analysis method and the management suggestions are put forward for storage tank area, the fire hazard control mode and the policy steps of the oil storage tank are constructed, the emergency plan of the fire accident in the open storage tank area are set up. The achievements of this project can be widely applied on fire prevention and control and risk management of large atmospheric storage tanks in China. The backgrounds, overall research plan, research results, economic and social benefits of the project are introduced.
