教育问责制对美国特殊教育的影响及对我国的启示

The Impact of Educational Accountability on America's Special Education and Its Implications for China

教育问责制作为美国教育法律中的一项重要制度,为教育质量的提升与学生的发展提供了保障与支持。本文通过介绍美国《残疾人教育法》中关于特殊教育的问责制体系,总结分析四大问责主体,即政府、家长、教师以及学校的权责体系对特殊教育的影响,为我国特殊教育问责制的建设提出建议,从而对我国特殊教育立法以及特殊教育质量提升提供借鉴和参考。

An important system in America＇ s education act, the educational accountability system provides guarantee and support for the improvement of educational quality and the development of students. This study in- troduced the system of educational aeeountability for special education in the Individuals with Disabilities Educa- tion Act （IDEA）, analyzed how the system of powers and responsibilities for such major subjects of accountability as governments, families, teachers and schools affects special education, and offered proposals for China＇ s system of aeeountability for speeial education, hoping to offer a reference for China＇ s legislation of speeial education and the improvement of the quality of special education.
