摘要
利用1998—2014年的中国省际财政科技支出数据,运用基于相对剥夺理论的基尼系数子群分解方法对地方财政科技支出的空间非均衡进行度量和分解,在考虑空间因素前提下,运用Kernel密度估计法和空间Markov链法,对地方财政科技支出省际差异进行了时空动态分析。结果表明:地方财政科技支出具有显著的空间非均衡特征;地方财政科技支出空间分布的总体差异呈现扩大趋势,其中地区间差异是地方财政科技支出差异的主要来源;考虑空间相关性后,从时间动态角度来看,各地区地方财政科技支出演进存在集中趋势,从空间动态角度来看,相邻地区对本地区的地方财政科技支出演进有显著正向或负向影响,特别是不同阶段区域间地方财政科技支出的"俱乐部空间趋同"有显著差异。
In this paper ,by using Chinese provincial expenditure data of science & technology from 1998 to2014 and the subgroup analyzed method of the gini coefficient based on the theory of relative deprivation, the spatial inequality of localfiscal expenditure of science & technology has been measured and analyzed. Considered the spetial factors, the provincialdifferenceof local fiscal expenditure of science & technology has carried onthe dynamic analysis of time and space by usingmethod of theKernel density estimation and spatial markov chain. The results indicate that the local fiscal expenditureof science & technology shows a significant spetial inequality characteristics,The overall difference of the spatial inequalityoflocalfiscal expenditure of science & technology shows an expending trend, and the difference between regions is the main sourceof local fiscal expenditureof science & technology, There is a concentration trend in the progress of local fiscal expenditureof science and technology from the dynamic perspective of time considering the spatial correlation,From thespetial dynamicperspective, there are a significant positiveor negative effect to the progress of the adjacent areas to the local fiscal expenditure of science & technology, especially the clear difference in the “club spetial convergence” of localfiscal expenditure ofscience & technology in different stages and areas.
