北京地区医院推行分级诊疗制度的问题分析及建议

Analysis and Suggestions on the Implementation of Graded Diagnosis and Treatment System in Beijing Area Hospitals

本研究通过对调查问卷和访谈内容进行分析,总结北京市目前分级诊疗面对的问题,可分为四个层面,即大医院、基层医疗卫生机构、患者和政策层面。通过对我国分级诊疗的发展历史进行回顾,发现造成北京市分级诊疗目前现状的深层次根源为体制不完善、政策约束力不强等。本文针对北京地区医院推行分级诊疗制度的现状进行研究,并提出进一步推广分级诊疗的对策,以期为北京市分级诊疗的进一步发展、医疗资源的有效利用提供参考。

Through the analysis of the questionnaire and interview, the problems faced by the graded diagnosis and treatment in Beijing were summarized, which could be divided into four levels： big hospital, primary health care institution, patient and policy.Through the review of the development history of graded diagnosis and treatment in China, it was found that the deep roots of the current situation of Beijing classifi cation diagnosis and treatment were not perfect system, weak policy binding, etc. Then the status quo of the classifi cation diagnosis and treatment system in Beijing area hospitals was studied, and some measures to promote the classifi cation diagnosis and treatment were put forward. It provides suggestions for the further development of graded diagnosis and treatment in Beijing and the effective utilization of medical resources.
