北京市公立医院与民营医院效率比较分析——基于DEA模型

Comparative analysis of efficiency between public and private hospitals in Beijing——based on DEA model

利用北京市2006-2015年的医院数据,运用数据包络分析,计算公立医院和民营医院的综合技术效率、单纯技术效率及规模效率。结果显示:公立医院效率高于民营医院,三级医院效率高于二级医院,城区医院效率高于郊区医院;公立医院中中医医院效率较高,民营医院中综合医院效率较高。对此,民营医院要注重提升规模,公立医院要注重提高管理水平和转变管理模式,卫生部门对卫生资源配置要注重公平。

Based on the hospital data of Beijing from 2006 to 2015, this paper calculated the comprehensive technical efficiency,simple technical efficiency and scale efficiency of public and private hospitals using data envelopment analysis. The results showed that the efficiency of public hospitals was higher than that of private hospitals, the efficiency of tertiary hospitals was higher than that of second-level hospitals, and the efficiency of urban hospitals was higher than that of suburban hospitals. Among public hospitals, traditional Chinese medicine hospitals had a higher efficiency. Among private hospitals, general hospitals had a higher efficiency. In view of this, private hospitals should pay attention to enhancing scale, public hospitals should pay attention to improving management level and changing management mode, and health departments in the government should pay attention to fair allocation of health resources.
