基于科技指标的高校社会服务能力评价体系探析

Evaluation Index System of University Social Service Capacity Based on Science and Technology Vision

高校作为国家科研体系中重要组成部分,对科学理论的研究及科研成果的转化发挥着至关重要的作用。基于高校社会服务职能作用和地位的日益凸显,高校社会服务能力评价作为提升高校竞争力、保证高校持续健康发展的一种重要手段,引起了国内外学者的广泛关注。评价指标体系的构建是高校社会服务能力评价的关键环节,现有研究忽视了对高校社会服务能力系统发展的相对效率及其各个子系统之间协调度的评价。此外,高校社会服务能力评价指标包含的质量因素较多,量化评价比较困难。本文在借鉴国内外相关研究的基础上,以复杂系统理论为视角尝试构建新的高校社会服务评价指标体系。

As an important component of the national scientific research system,colleges and universities play a vital role in the research of scientific theories and the transformation of scientific research achievements. Due to the role and position of the university social service function which has become increasingly prominent,as an important means to enhance the competitiveness and ensure the long-term healthy development,the evaluation of the university social service ability has attracted wide attention of scholars at home and abroad. The construction of evaluation index system is the key to the evaluation of university social service capacity,while the existing research ignored the evaluation of the coordination degree between the relative efficiency of development system of university social service ability and its subsystems. As a number of quality factors and evaluation indexes of college social services ability are included,quantitative evaluation is difficult. On the basis of domestic related research,this paper tries to put forward a new evaluation index system of university social service from the angle of complex system theory.
