终身教育发展与体系构建的机制创新

Development of Life-long Education and Mechanism Innovation in System Construction

构建和完善终身教育体系,其重要前提是建立灵活健全的机制,以协调体系内各要素之间的相互关系。机制创新与体系构建两者相辅相成,共同推进终身教育实践发展。当前,机制创新的滞后,制约着终身教育发展与体系构建,导致体系内各要素之间难以有效衔接与沟通。本文从政府主导机制、开放运行机制、社会协同机制、资源整合机制、经费保障机制、质量评价机制、成果认证机制、学习激励机制等七个维度,提出推进终身教育发展与体系机制创新的对策建议。

Lifelong education is a dynamic integration of various elements. A flexible and sound mechanism is the important premise of constructing and improving the lifelong education system,which helps to coordinate the interrelationship among elements within it. Mechanism innovation and system construction complement each other and promote the practical development of lifelong education jointly. At present,the lag of mechanism innovation restricts the lifelong education development and system construction,which in turn makes it difficult for elements in the system to link up and work together efficiently. In terms of the government dominant mechanism,the open and operational mechanism,social cooperation mechanism,resources integration mechanism,fund guarantee mechanism,quality evaluation mechanism,result authentication mechanism and learning motivation mechanism,some countermeasures to lifelong education further development and mechanism innovation of the system are put forward.
