成都市社会工作督导存在问题及其解决办法

Problems in social work supervision of Chengdu and their countermeasures

自从2002年四川省相关大学开办社会工作本科专业以来,社会工作已经在成都走过了16个年头。随着考取社会工作者资格证的人员以及专业社会工作机构的不断增加,特别是近几年以来政府通过购买第三方服务来满足自身公共服务的需要,政府、社工机构及一线社工对社会工作督导的需求日益增加。但成都市现存督导数量有限且质量参差不齐,导致其存在一些问题。笔者通过分析成都市社会工作督导的现状,把其大致分为两类:项目督导、机构督导。在专业实践中他们各自存在一些问题,两大类督导之间也存在着一些问题。而这些问题给一线社工乃至社工机构、政府、专业发展都带来了一些困扰。本文试图通过分析这些存在的问题,并找到相应解决办法。为中国社会工作专业的本土化发展添砖加瓦。

Since the new major of social work was introduced into many universities in Sichuan province for undergraduate education in 2002, social work has been carried out in Chengdu for 16 years. As the number of certificated social workers and professional social work agencies increases and the government meets its demand for public services by outsourcing, the supervision on social work has become a necessity. Nevertheless, there exists some problems in social work supervision including the limited number of supervisors and their inadequate regulatory capabilities. Through classifying by different job functions, the supervisors can be mainly divided into two types： those who supervise projects and those who supervise agencies. Both of them have their own shortcomings in practica work, which hiders the development of social work in Chengdu at different levels. This paper attempts to find the corresponding solution by analyzing those problems in order to contribute to the localization of social work.
