Exploration and Practice of Managing Collective Public Welfare Forests by State-owned Forest Farms

文章分析了集体公益林经营管理的困惑,指出集体公益林托管是深化集体林权制度改革、激发内生动力、释放改革红利的重要举措。以事例列举说明了国有林场具备集体公益林托管得天独厚的条件,提出了推进集体公益林托管的一些探索方法与实践路径。

This paper analyzed the perplexity of the management of collective public welfare forests, and point- ed out that the collective forest trusteeship was an important measure to deepen the reform of the collective for- est tenure system, stimulate the endogenous impetus and release the dividend of the reform. This paper enumer- ated the unique conditions of the state-owned forest farm with the collective public welfare forest trusteeship, and put forward some exploration methods and practical ways to promote the trusteeship of collective public welfare forest.
