基于循环经济的我国西部地区生态工业园区优化设计研究 被引量:18

摘要 "一带一路"倡议使向西开放战略进入以内陆开放为趋势的深度推进阶段,随着西部地区经济快速增长,资源耗竭和生态消费已经成为制约西部地区经济增长的桎梏。西部地区生态环境的先天脆弱性决定了其在实现地区经济快速增长的过程中应该强化产业共生和发展循环经济。基于循环经济的产业生态化建设思路是破解我国西部地区经济生态化发展中资源环境等多重制约的必然选择。本文基于循环经济的思想,以生态工业园区的热电转换过程为例,通过不确定性建模与优化的研究方法对西部地区生态工业园进行优化设计,解析工业园区产业生态化循环层面的实现方案,并以此为借鉴,提出推进西部地区生态工业园区建设的实施方案及进一步推进生态文明发展的对策。 "The Belt and Road"Initiative is making strategy of opening up to the west to enter the inland open for trends in the Western region to promote the depth stage,with the rapid economic growth,Resource depletion and Ecological consumption have become a bottleneck of economic growth in the western region of the shackles. The inherent vulnerability of the ecological environment in the western region determines that it should strengthen Industrial Symbiosis and develop circular economy in the process of realizing regional economic growth. The construction of industrial ecology based on circular economy is the inevitable choice to solve the multiple constraints of resources and environment in the development of economic ecology in the western region of China. This paper based on the thought of circular economy,takes the thermoelectric conversion process of the Eco Industrial Park as an example,Optimizes the design of the Eco Industrial Park in the western region through the research method of uncertainty modeling and optimization,and analyzes the realization scheme of the industrial ecological recycling level in the industrial park. The implementation plan of the industrial park construction and the countermeasures to further promote the development of Ecological Civilization.
