摘要
邻避项目社会稳定风险是技术生产、制度诱发和认知塑造共同作用的结果。新时期,我国工程项目建设诱发的技术性风险、制度性风险、文化认知风险依然大量存在。基于这三种风险在推进社会治理精细化的背景下,邻避项目社会稳定防控体系的三重建构可以延缓风险发生、规避风险以至实现风险的有效应对。
The risk of social stability in the NIMBY projects is the result of combined effects of technology production,institutional induction and cognitive shaping.In the new era,the technical risks,institutional risks,and cultural cognitive risks induced by project construction still exist.Under the background of advancing the refinement of social governance,the triple construction of social stability prevention and control system for NIMBY projects can delay the occurrence of risks,avoid risks,and achieve effective response to risks.
