复杂系统视角下军民融合示范区体制机制创新策略研究——兼论中国(绵阳)科技城创建军民融合示范区

Research on the Innovative Strategy of Military-Civilian Integration Demonstration Zone from the Perspective of Complex Adaptive System——Concurrently Discuss the Establishment of Military-Civilian Integration Demonstration Area in China(Mianyang) Science

国家军民融合示范区的创建是落实军民融合发展国家战略的重要举措,是探索军民融合发展路径和模式的重要途径。同时,军民融合发展也是一个系统工程,需要善于运用系统科学、系统思维和系统方法研究解决发展过程中存在的问题。从复杂系统视角出发,结合中国(绵阳)科技城等创新示范区军民融合发展的探索,阐述军民融合的系统特征和复杂性,并针对中国(绵阳)科技城等创新示范区的军民融合发展系统,从管理环境、金融服务、技术创新和人才培养四个子系统,分别建立系统动力学模型,探讨中国(绵阳)科技城等创新示范区军民融合发展的体制机制,提出创新策略、路径和模式。

The establishment of the national military-civilian integration demonstration zone is not only an important measure to implement the national strategy for the integration of military and civilian development, but also an essential way to explore the path and mode of the integration. The military-civilian integration development is also a systematic project. It needs to be good at using system science, system thinking, and systematic methods to study and solve problems in the process. From the perspective of complex system, combining the exploration of military-civilian integration development in innovative demonstration areas such as China （Mianyang） Science and Technology City, this article has illustrated the system features and complexity of militarycivilian integration. Furthermore, it has established the system dynamics models, explored the institutional mechanisms for the military-civilian integration development in the innovative demonstration regions such as China （Mianyang） Science and Technology City, and proposed innovative strategies, approaches, and model, targeting the four sub-systems of management environment, financial services, technology innovation, and talent training of China （Mianyang） Science and Technology City respectively.
