International Public Services: Analysis of Supply Practice and Theory

全球化进程的加快、国家间利益的相互碰撞与交融使得公共服务的范围已不再局限于一国之内,如何解决国际领域的公共服务问题是当前国际关系、公共管理领域面临的重大命题。文章梳理了公共服务的理论演进与内容分类,探讨国际公共服务的概念内涵,并在此基础上分析单一国家域外公共服务、区域性政府间国际组织公共服务、全球性政府间国际组织公共服务的供给实践,为明晰国际公共服务的内容特征提供实践来源。文章遵从"价值导向—行为主体—供给内容—运作机理"的研究路径,对比分析公共服务、国际公共服务的异同,在"理论—实践"互动的基础上推演国际公共服务的概念体系,为进一步研究国际领域的公共服务等问题奠定理论基础。

The speeding up of globalization and the collision and merging of national interests has made the scope of public service no longer confined to one country. How to solve the problem of public services in the international arena is an important issue in the current international relations and public management. This article has combed the theoretical evolution and content classification of public services and discussed the conceptual connotation of international public services in theory. Based on this, it has analyzed the single country extraterritorial public services, the regional intergovernmental organizations public services and the global intergovernmental international organizations in order to clarify the content characteristics of international public services. This article has complied with the research path of value orientation-behavior subject-supply content-operation mechanism＂, compared and analyzed the similarities and difference between public services and international public services, and deduced the conceptual system of international public services based on the interaction of theory-practice＂, which has laid a theoretical foundation for further research on public service in the international field.
