摘要
近年我国大力倡导社会资本通过特许经营等方式参与城市基础设施投资建设和运营管理,推动了PPP模式的快速发展。文章聚焦于我国推行物有所值评价中存在的主要问题及挑战,选取H市现代有轨电车PPP项目,开展实例分析,提出了完善物有所值评价的对策建议。研究成果有助于推动构建更为完善的物有所值评价体系,发挥物有所值评价在项目决策中的关键指导性作用,更好地促进PPP模式在我国健康有序地发展。
During recent years, private sectors are encouraged to take an active part in franchising of urban infrastructure investments and operations, which promotes the rapid development of Public-Private Partnership（PPP）. This paper focus on the challenges and existing problems of promoting Value for Money（ VFM） appraisal in China. The trams PPP project in H city was selected to carry out the case study analysis.Countermeasures for perfecting the VFM appraisal were suggested. Findings of the research may propel the establishment of a complete VFM appraisal system, exert the dominating functions of VFM in the process of decision-making, and enhance the orderly development of PPP in China.
