高校来华留学生学费与成本补偿问题研究

Research on Tuition Fees and Cost Compensation for Foreign Students in Colleges and Universities

在教育国际化大背景下,来华留学生教育凸显了其资源和特色优势,研究来华留学生学费及培养成本的补偿问题有重要现实意义。通过分析来华留学生的教育属性、培养成本补偿来源、教育产出收益、生均拨款体制等相关因素之间的联系与矛盾,指出改进其学费定价策略、推动生态补助体系建设、创建支持行业、优化教育管理流程、完善教育监管与评价机制等措施来完善来华留学生学费与成本补偿机制,进一步促进来华留学教育的发展,以充分发挥来华留学生的作用,更好地服务"一带一路"倡议。

Education for overseas students to highlight its advantages and characteristics of resources,overseas students training fees and compensation for the cost of great significance under the background of educational internationalization. We analyze the relations and contradictions among the factors such as the education attribute of the foreign students, the source of the cost compensation, the income of education output and the system of appropriation for the students. This paper points out the measures to improve the price strategy of the tuition, the construction of the ecological subsidy system, the establishment of the supporting industry, the optimization of the process of education management, and the improvement of the educational supervision and evaluation mechanism, which can improve the cost compensation mechanism of students, and promote the development of education for foreign students, give full play to the role of the overseas students, and service the Belt and Road construction better.
