推动建立新疆各民族互嵌式社会结构对于新疆社会稳定和长治久安具有极其重要的意义。当前,外援经济力量已深度嵌入于新疆各受援地传统社会结构中,但是,随着以"产业援疆"为重心的新一轮对口援疆工作的全面铺开,援疆过程中的社会效益建设滞后问题及其带来的不利影响也日益突显。今后援疆省市应着力推动新疆各民族互嵌式社会结构的建设,将社会嵌入、文化嵌入作为新疆各民族互嵌式社会结构建设的必要组成部分,通过社会动员和资源整合方式促进社会嵌入,使他们由援疆的旁观者、边缘参与者转变为积极参与者,不断增强援疆工作中的主体意识,适应新的社会关系网络,全面推动受援地各民族互嵌式社会结构的建设,以取得综合援助效益为目标,改变以往援疆过程中重硬件轻软件;重视经济效益轻社会效益;重短期见效项目,回避周期长、见效慢的综合性社会建设项目;现代文化宣传教育推进力度不足,缺少中华优秀思想文化产品与民族文化有机融合的策略等问题。

The establishment of a mutually embedded social structure for all ethnic groups of Xinjiang is crucial to Xinjiang＇s general objective of achieving social stability and long-term peace. At present the factors of the inland economic support are omnipresent in the traditional social structure which finds expression in every aspect of the targeted area of Xinjiang. The partner assistance from inland provinces and cities in future should further push forward the establishment of the mutually embedded social structure,take social embedness and cultural embedness as the essential parts in the construction of this structure to achieve a multi-level embedness. Through the integration of social mobilization and resources to accelerate social embedness,the partner assistance to Xinjiang,inspired and guided by the socialist culture with Chinese characteristics,has comprehensively promoted the construction of the mutually embedded social structure for all the ethnic groups in the targeted area,and has achieved all-around benefits by enhancing the strengths and overcoming the weaknesses.
