以“国际知名”促“国内一流”的高校教育国际化跨越式发展论 被引量:1

摘要 以"国际知名"促"国内一流"逆向式、非均衡的内涵发展策略,即通过国际性的办学特色倒逼高校发展,提升高校的国际、国内影响力和知名度,以实现学校的发展目标。目前,因教育国际化理念和认知水平有限、顶层设计和落实机制缺乏、干部执行力不强、国际化资源没有得到有效整合且师生参与积极性不高,导致高校的教育国际化水平参差不齐且难以提升。高校教育国际化建设是"自上而下"的推动与"自下而上"的内在需求的有机结合。以亮点和特色项目为抓手,在SMART原则指导下实行目标责任制,充分发挥外事领导小组和外事专家委员会的职能,加强干部的执行力建设,整合国际化资源并提高师生的参与度和积极性是高校提升核心竞争力、影响力和知名度并实现整体跨越式发展的有效途径。 The quality-based development strategy of Chinese universities is featured by their internationalization aiming at the establishment of first-class Chinese universities with a good international fame. At present,Chinese universities at different levels of internationalization have difficulties in development because of their limited knowledge about internationalization,poor top-level designs and implementation mechanism,weak executive forces,poor integration of international resources and low participation enthusiasm of the teachers and students. The internationalization of higher education relies on the integration of the top-down promotion and the bottom-up intrinsic needs,which cover the following aspects: with the focus on the spotlights and specialties and under the guidance of"SMART Principle",the Chinese universities involved should bring the potential of the leading group and experts of foreign affairs into full play,improve the leadership efficiency,integrate the international resources and enhance the participation enthusiasm of the teachers and students for improving their core competitiveness,social influence and popularity and realizing quick and comprehensive development.
