新型城镇化背景下农村土地流转中违规流转现象及其防范——以河南省淮滨县为例

The Phenomenon of Rural Land Illegal Circulation and its Prevention Measures under the Background of New Urbanization——Taking Huaibin county of Henan province as an example

农村土地流转是新型城镇化建设的重要环节,是新型城镇化发展的基础。在新型城镇化的背景下,农村土地流转的科学化、合理化、规范化是当前需要深入研究的重要课题。然而在我国农村土地流转中仍然存在着较为严重的违规流转现象。通过河南省淮滨县土地流转的现状及其过程中存在的违规流转现象,提出防范农村土地流转中违规流转现象的对策建议。

Rural land circulation is an important link in the construction of new urbanization and the basis for the development of new urbanization. Under the background of new urbanization, the scientization, rationalization and standardization of rural land circulation is an important issue that needs to be studied at the moment. However, there still exist serious violations in the process of rural land circulation. Based on the current situation of illegal land circulation in Huaibin county of Henan province, the countermeasures and suggestions for preventing the illegal land circulation in rural areas are put forward.
