Assessment of the vulnerability of Liupanshui social system

六盘水市是典型的煤炭和山地城市,社会系统非常脆弱。利用脆弱性指数对六盘水市社会系统脆弱性进行了评价。结果表明:失业率高、社会保障体系不完善、男女比例失调、老龄化严重等是六盘水市社会系统脆弱性的主要表现;产业结构单一、计划经济体制、国有企业、区域发展差距是六盘水市社会系统脆弱性产生和加剧的重要因素;社会系统脆弱性整体趋势下降,目前,脆弱性等级处于中度,仍较高。

Liupanshui is a typical coal city and mountainous city, and its social system is very vulnerable.The author assesses the vulnerability of Liupanshui social system by means of vulnerability index. The conclu-sions show that high unemployment rate, imperfect of social security system,difficulty in reemployment oflaid-off workers, imbalance of male and female ratio, and serious aging problem are the main manifestations ofvulnerability of Liupanshui social system; single-industrial structure, planned economic system, state owned en-terprises and regional development gap are the important factors which cause and exacerbate vulnerability of Li-upanshui social system; the social system vulnerability is generally declined,now, the vulnerability level is inmoderate vulnerability, still high.
