按照"内外联动、创新驱动、重点撬动、开放带动、兵地互动"的联动思路,建议充分发挥哈密独特的地缘区位优势和交通枢纽优势,超前建设互联互通的综合运输大通道和疆能外送大通道;加快发展资源与市场互补性的外向型优势产业及特色创新园区;开辟中蒙经济走廊西部通道,合作建设中蒙国际合作区。建议多方争取将内外联动发展试验区建设上升为国家战略,科学编制总体发展规划,建立内外联动发展推进机制,积极争取各类扶持政策,申建国家重点开放开发试验区和国家边境经济合作区。

According to the ideas of internal and external linkage, innovation-driven, the development of key issues,openness, and interaction between corps and cities, we suggest giving full play to Hami＇s unique advantages of geographical location and transportation hubs, building a comprehensive transport corridor and a corridor for the delivery of Xinjiang＇s energy in advance, accelerating the development of export-oriented competitive industries with complementary resources and markets and distinctive innovation parks, setting up the western route of the China-Mongolia Economic Corridor and building the China-Mongolia International Cooperation Zone in cooperation. In addition, we suggest that multiple parties strive to promote the establishment of the experimental zone as a national strategy, formulate an overall development plan scientifically, establish a promotion mechanism for internal and external linkage development, actively strive for various supportive policies, and apply for the establishment of the national key experimental zone for development and opening-up and the national border economic cooperation zone.
