少数民族地区公私合作精准扶贫模式——以内蒙古K旗为例

Targeted Poverty Alleviation Mode of Public-private Partnerships in Ethnic Minority Areas —— The Case of Inner Mongolia K Banner

在国家"十三五"发展规划的关键时期和全面建成小康社会的时代背景下,如何促使全民脱贫,实现全面小康和共同富裕,是中国现阶段极其紧迫的历史任务,也是摆在全体人民面前亟需解决的时代课题。本研究基于2016年及2017年的实地调研数据,选取典型的内蒙古K旗政府同企业合作扶贫模式来进行研究。在协同治理理论的基础上,结合深度访谈以及案例材料,在王有强教授的"协同治理2×2分析框架"基础上构建了"协同治理5要素分析框架",即从分工、协作、制衡、技术、制度等视角来分析"养羊关合体"项目探究,政府与企业在精准扶贫过程中合作的优势与存在的问题,并探寻有效治理合作模式的对策。

In the key period of the national ＂ 13 th Five-Year＂ development plan and the era of building a well-off society in an all-round way,it is an extremely urgent historical task at the present stage in China,to promote the whole people to take off poverty and achieve a comprehensive well-off and common prosperity. And it is also an urgent task for all the people. Based on the field research data in 2016 and2017,this research was carried out by selecting a typical government-enterprise cooperative poverty reduction mode conducted by Inner Mongolia K Banner. Through the use of in-depth interview and case analysis,based on the theory of collaborative governance,and combined with Prof. Wang Youqiang＇s ＂ 2×2 Analysis Framework of Collaborative Governance ＂,the ＂5-Factor Analysis Framework of Collaborative Governance＂was constructed. Through the ＂Sheep Federation＂project,we will study the advantages and problems of cooperation between the government and the enterprises in the process of targeted poverty alleviation from the perspectives of division of labor,cooperation,checks and balances,technology and systems,and explore strategies for effective management and cooperation.
