我国应急救援体系建设探讨

Discussion on building the emergency rescuing system in China

回顾造成重大人员伤亡的"东方之星"客轮翻沉事件的事故基本情况和救援经过,从救援决策、物资保障、装备器材供应、风险防范意识、综合治理体系等方面总结本次事故应急救援的经验教训,有针对性地提出进一步建立健全应急救援综合管理体系、加强组织指挥协调、确保应急救援装备配备储备、强化应急救援专业技术训练以及进一步加强应急救援专业人才培养等对策建议,以期为完善我国应急救援体系提供参考和借鉴。

The accident situation and rescue process of＂Oriental Star＂ferry capsized event, which caused heavy casualties, were reviewed. In points of the rescuing decision, material support,equipment supply, risk precaution consciousness, and comprehensive management system, the lessons of the accident emergency rescue were summarized. Suggestion sofestablishing and improving the emergency rescue comprehensive management system, strengthening the coordination of organization and command,ensuring the supply of emergency rescue equipment,strengthening the training of the professional and technical emergency rescue disposal, and strengthening the cultivating of emergency rescue professionals etc., were made, which commits to provide some reference forperfecting our emergency rescuing system.
