“河长制”对黑龙江省流域生态补偿管理的思考

The thinking of“river chief mechanism”on ecological compensation management in Heilongjiang Province

2016年12月,党中央全面推行河长制,基于这一制度出台,本文认为黑龙江省可以依靠党政领导作用和各河长办机构推进和落实横向流域生态补偿机制,凭借"一河一策"编制成果,达到促进评估各流域生态服务价值,建立科学的生态补偿标准的目的。

In December 2016,the CPC central committee fully implemented the river chief mechanism,based on this mechanism,this paper argues that Heilongjiang Province can rely on the party and government leadership and river chief to promote and carry out the horizontal river basin ecological compensation mechanism,with the establishment of＂a river and a policy＂to promote the assessment of the ecological services value,the purpose of establishing scientific ecological compensation standard.
