农业自然灾害的有效治理需要政府、企业、社会团体等多元主体的有效协同。当前我国农业自然灾害治理主体协调意愿不强、各类治理主体的目标和行为失谐、灾害信息失真和治理主体间沟通不畅成为有效协同治理困难的症结。因此,化解协同治理难应围绕"协同意愿、共同目标、信息沟通",加强政府主导能力建设、建立利益整合机制,升级农业自然灾害信息管理系统,创新农业自然灾害治理主体协同机制,为农业自然灾害协同治理提供理念、组织、信息多重保障。

The severe situation of natural disaster governance in agriculture requires the establishment of an effectively synergistic governance system of government, society and market. At present, China＇s single traditional agricultural natural disasters governance system with the government as the main body, the structural conflicts of the interests of multiple participants, and the technical obstacles to the coordination of governance subjects restricts the collaboration between subjects in varying degrees. In order to fully integrate the power of government, market and society to deal with agricultural natural disasters, it is necessary to reform the ＂closed＂ governance system, strengthen the government＇s leading ability in coordinated actions, provide institutional incentives for the participation of society and market in collaboration, and optimize agricultural vulnerability monitoring and natural disaster information systems around the ＂collaborative willingness, common goals, and information communication＂ and other synergistic basic elements.
