影响政府科技项目第三方评价的原因与建议

本文通过对国内外文献进行梳理,采用问卷调查方法进行研究,发现机构属性、制度保障、过程规范和机构能力建设是影响第三方科技评价效果的重要因素,明确了第三方科技评价的基本原则,值得参考。

Through reviewing the literatures at home and abroad, by adopting the method of questionnaire survey, found that institutional attribute, institutional guarantee, process specification and institutional capacity building is an important factor affecting the effects of the third party evaluation of science and technology, clear the basic principles of the evaluation of the third party technology is worthy of reference.
