矿山土地复垦与生态恢复治理措施研究

Study on measures of the land reclamation and the ecological restoration in mine areas

为了提高我国矿区土地复垦和生态恢复治理的质量,保障有限的矿产资源和土地资源,针对现阶段我国矿区土地复垦和生态恢复在法律制度、管理机制、技术标准、规划范围和资金来源等方面存在的问题,文中提出了通过不断完善土地复垦和生态修复治理的立法制度和管理机制、制定全局性的土地复垦规划和完善系统的土地复垦技术标准、拓宽土地复垦的融资渠道、充分发挥公众参与的作用等措施来提高矿区生态环境和促进土地资源的可持续利用。

In order to improve the quality of the land reclamation and the ecological restoration and ensure limited mineral resources and land resources,in view of the problems existing in the legal system,the management mechanism,the technical standards,the planning scope,and the funding sources for the land reclamation and the ecological restoration in mining areas in China at the present stage,the legislative system and the management mechanism for improving land reclamation and ecological restoration management were proposed,overall land reclamation planning was formulated and the land reclamation technical standards of system were improved,financing channels for land reclamation were broadened,and the role of public participation and so on was given full play to improve the ecological environment in mining areas and promote the sustainable use of land resources.
