从《居家养老服务条例》的视角论老年人体育的发展

Development of elderly sports from the perspective of " Home Care Services Ordinance"

运用文献资料法、逻辑分析法、数理统计法深入分析了《居家养老服务条例》的颁布对老年人体育发展的积极影响:《条例》的法律地位赋予老年人体育合法性,进一步完善老年人体育多重政策规划体系,提高老年人体育市场化发展的可能性,促进老年人体育社会化发展。同时为发挥《条例》的积极效应,对体育部门该如何回应也给予了对策:政府各部门在老年人体育工作中的职责仍需明确,体育主管部门应将体育社会组织的培育作为当前工作重点。

Based on comprehensive review on the enacted ＂ Home Care Services Ordinance＂,using the method of documentation,logical analysis,mathematical statistics,it analyzed the positive influence of the Ordinance on sports development in the elderly. The Ordinance endows elderly sports with legitimacy,further improves multiple policy planning system for the elderly sports,brings more possibility for the elderly sports market development,and promote the elderly sports socialization. To give play to the positive effects of the Ordinance,countermeasures are given on how sports administration： government departments should clear duties on elderly sports; sports administration should make social organization cultivation the immediate priority. Finally,the author puts forward corresponding suggestions to the policy makers and sports departments to create an active,healthy and orderly environment for the development of the elderly sports.
