摘要
文章在系统调查和研究的基础上,分析了乌兰察布市三北防护林工程的建设现状,并对三北防护林工程生态效益、经济效益及社会效益进行了评价。分析了乌兰察布市三北防护林体系工程建设面临的问题,明确了新时期工程建设的战略思想,提出要进一步拓宽筹资渠道,促进工程建设的迅速发展;改革计划管理方式,提高投资标准;树立防护林经营理念;科技进步与工程建设协调发展等对策与措施。
On the basis of systemic investigation and research, the construction status of Three-North Shelterbelt Project in Ulanqab City was analyzed, and its ecological benefits, economic and social benefits obtained from the project were evaluated. The problems of the project were also pointed out. It put forward a serie of measures and strategies such as further widening funds raising channel, promoting its construction, reforming the planned management mode, enhancing the investment standard, setting up the idea to protect the forest, and coordinating the development of scientific progress and project construction, and so on.
