Institutionalization Process of Grid Management and its Optimized Path

城市网格化管理的制度化过程不仅表现为覆盖地区的增加,而且表现为制度规模和效力的提升以及适用领域的丰富和深化。网格化管理得以从地方政府创新演进为提高社会治理的普适模式,得益于权力效应、仪式化规训、混乱的清除、全景敞式监管与对预防的重视等内生机制。但数据分析研判不足、综合协调能力较弱和非预期性政策后果等因素限制了上述机制的发挥,也制约了网格化管理的制度化进程及其效果。对此,提出健全协调机制、做实资源下沉并强化智慧决策等路径优化方案。

The institutionalization process of grid management can not only be illustrated by the spread of coverage area, but can also be illustrated by the quantity and effectiveness of rules, as well as the enrichment and depth of the application field. The evolution of grid management from local government innovation to a universal model of social governance is mainly due to five endogenous mecha- nisms, namely power effect, ritualized patrols, removal of chaos, panoramic open regulation, and prediction of troubles. Restraining factors such as the lack of data analysis and prognosis, the weakness of comprehensive coordination ability, and the disturbance of unintentional policy outcomes limit the function of those mechanisms, and thus to confine the institutionalization process and its results. Several sug- gestions are proposed for the path optimization, including enhancing coordination mechanism, the resource reallocation and the applica- tion of intelligent decision-making.
