摘要 应急设施选址-分配决策是应急管理中的重要内容,它直接影响预防和处置突发灾害事件的能力。综合考虑时间性、经济性及服务能力有限等决策因素的多重约束限制,从需求区域的视角和应急设施应急服务质量的视角构建基于容量及安全库存约束的应急设施最大时间满意度选址-分配优化模型。结合模型的特点,设计一种嵌入混沌搜索机制的蝙蝠算法求解模型。最后通过算例验证了模型与算法的有效性,为应急设施选址提供理论依据和方法设计。 Location-allocation decision for emergency facilities is an important part of emergency management, which directly affects the ability to prevent and deal with unexpected disasters. Considering multiple constraints such as time, economy and limited service capacity, the maximum time satisfaction location-allocation optimization model of emergency facility is constructed based on the capacity and safety inventory constraints. According to the characteristics of the model, a bat algorithm with chaotic search mechanism is designed to solve the model. Finally, a simulation example is given to verify the validity of the model and algorithm, which provides the theoretical basis and method for the location of emergency facilities.
