随着城镇化的推进,城市流动人口规模不断壮大,我国政府积极探索流动人口管理与服务的新模式。通过对流动人口服务管理与福利保障政策历史发展的梳理与提炼,发现其在主体、客体、机制、外部环境四个方面存在诸多问题。可以从流动人口服务管理理念、制度设计、法治建设、协同治理、创新方法和技术等几个方面进行尝试,最终实现公共服务与福利的均等化。

With the advancement of urbanization, the size of the urban floating population has continued to grow. The Chinese government has actively explored new models for the management and service. Through combing and refining the historical development of floating population service management and welfare guarantee policies, the article finds that there are many problems in the four aspects of the subject, the object, the mechanism, and the external environment. It is possible to try from the aspects of floating population service management philosophy, institutional design, rule of law construction, collaborative governance, innovative methods and technologies, and the introduction of the Internet to ultimately achieve equalization of public services and welfare.
