十九届三中全会关于党和国家机构改革的决定指出,需要构建简约高效的基层管理体制,夯实国家治理的基础。从农业社会到工业社会,再到信息社会,基层管理体制有着走向简约高效的内在逻辑,在三个基本维度上有其独特内涵。构建简约高效基层管理体制,需要破除压力型体制和技术治理形塑的制度逻辑阻碍,利用信息技术建设数字政府平台,集中和共享信息,改善信息传递和权责配置,进行妥善制度安排,实施有力宏观管理,提升基层政权自主性和灵活性,依法规范其管理过程,实现社会各主体的有序参与及多主体有效互动。

From agricultural society to industrial society and then to information society, the grass-roots management system has an inherent logic of being simple and efficient and unique connotations in three basic dimensions. To build a simple and efficient grassroots management system,it is necessary to break the institutional logic barriers of pressure-based systems and technological governance,use information technology to build digital government platforms, centralize and share information,improve information transfer and allocation of power and responsibilities, carry out appropriate institutional arrangements, implement strong macro-management, enhance the autonomy and flexibility of grass-roots governments, regulate their management processes in accordance with the law, and realize the orderly participation of various subjects in society and their effective interactions.
