摘要
探索建立科学合理的高校基础研究评价体系,不仅能提升科研管理部门决策的科学化水平,同时将促进科研激励机制的创新与完善,优化有限的资源配置。本文结合基础研究的特性,将基础研究活动分为4类,从标志性成果、重要科研项目和人才、国际合作以及社会影响力4个维度,初步构建了高校基础研究评价体系。该体系的完善构建,将为高校基础研究的考核评价提供决策依据。
Exploring a scientific and reasonable evaluation system for college basic research will not only help scientific research administration departments make more scientific and reasonable decisions, but also promote the innovation of incentive mechanisms for scientific research,thus optimizing the distribution of limited resources. Based on the characteristics of basic research, basic research can be divided into four categories, this paper divides the basic research activities into four categories. From the four dimensions of landmark achievements,important research projects and talents, international cooperation and social influence, this article preliminarily proposes the evaluation system for basic research in universities. It will serve as the criteria for basic research evaluation of universities after being improved.
