The paper analyzes the present situation of the final field canal system in the Fenhe Irrigation District,probes into the necessity to reform and construct the final field canal system,the role and potential of reforming this system on the issues of agriculture,rural area and peasant and in combination with the actual situation puts forward the thinking on construction and management of the final field canal system in the new period.
