科技资源共享网络模式创新与实践——以中国科技资源共享网为例 被引量:12

摘要 以科技部和北京航空航天大学共同运行管理的中国科技资源共享网为例,在提出构建的现实依据和技术依据基础上,对科技资源共享网络平台体系的内涵性质、框架结构、功能设置及服务成效进行分析。同时,采用问卷调查和深度访谈实证研究形式,对其运行现状评价、优势及效用、关键影响因素及存在问题进行研究。最后,从标准化管理、用户满意度、大数据技术应用、资源共享法律保障以及专业化、职业化人才队伍等方面提出改进建议,并从延伸发展、资源拓宽、人机交互三条路径提出平台创新发展的优化策略。 By taking the China science and technology resources sharing network jointly operated and managed by Ministry of Science and Technology and Beijing University of Aeronautics and Astronautics as an example, on the basis of the realistic and technical basis, the paper analyzes the nature of the connotation, the structure of the framework, function setting and service performance of the science and technology resources sharing network platform system. At the same time, in the form of questionnaire, depth interview and empirical study, the paper analyzes the present situation of its operation, advantage and utility, key affecting factors and existing problems. Finally, from the standardized management, customer satisfaction, big data technology, resource sharing, legal protection and specialization, professional talent team, etc, the paper puts forward suggestions for improvement, and optimization strategies including extending development, expanding resources, providing 3 interactive paths for the innovation and development of the platform.
