摘要
本文首先通过对珠三角地区5家不同性质的档案服务外包机构进行调研访谈,分析了我国档案服务外包业务较为成熟,服务发包方性质多样,行业具有准入门槛,竞争趋向低价取胜原则等现状。指出了我国档案服务外包存在外包业务缺乏甄选、承包方服务单一、发包承包方供需信息不畅、专业人员匮乏、服务质量偏低、追求外包低成本忽略服务质量等问题。最后针对上述问题,提出了建立档案行业协会、加强外包过程监管、拓展服务内容与方式及重视专业人才教育等对策。
Firstly, it investigates the status of archival service outsourcing such as mature business, diverse contract-issuing parties, a certain market access threshold,the tendency of low price to win the market according to the survey on the six organizations in the Pearl River Delta region. Secondly, it points out related problems such as lack of contents selection, simple service style, information blockade between contract-issuing parties and contractor, lack of professional talents, low service quality and the pursuing of low service cost. At last It provides some measures such as constructing archival industry association, strengthening supervision of outsourcing process, expanding the service contents and styles and attaching importance to professional talents training to the problems mentioned above.
