地区安全是东北亚国家发展的基础和前提,东北亚地区安全的核心是海上安全。当下,东北亚海上安全合作程度还不能满足地区安全保障的基本需求,陷入结构、功能和进程三重困境。区域公共产品对东北亚海上安全合作有重大价值,能够把各国注意力从海洋争端转移到海上安全合作上,在生产、供给和消费区域公共产品过程中逐渐生成区域认同,并深化与美国的制度化海上安全合作。东北亚海上安全合作困境必将在区域公共产品有效供给中得到破解。

Regional security is the foundation and prerequisite for the development of Northeast Asian countries. The essence of Northeast Asia Security is Maritime Security. At present, the de- gree of maritime security cooperation in the Northeast Asia can＇t meet the basic needs of regional security, which falls into the dilemma of structure, function and process. Regional public products are of great importance to the maritime security cooperation in Northeast Asia, Which can divert attention from maritime disputes to maritime cooperation, generate regional identity in the process of producing, supplying and consuming regional public goods and deepen the institu- tionalized maritime security cooperation with the United States. The dilemma of maritime security cooperation in Northeast Asia will be solved during the process of sufficient and effective supply of regional public goods.
