城市轨道交通PPP项目运作方式选择

Choice of PPP Operation Mode of Urban Rail Transit Project

PPP模式由于可解决资金匮乏与效率低下等问题,在城市轨道交通项目中得以广泛开展,但如何选择与项目情况更为匹配的运作方式成为业界关注的焦点。本文界定PPP模式各运作方式的内涵及特征,分析适用于轨道交通PPP项目的方式;并收集PPP项目库内的已有经验,依托项目类型及条件进行运作方式的适用性筛选;再充分考虑参与方意愿及风险应对能力,建立两阶段决策模型,针对不同运作方式下该类项目存在的风险情况进行识别、分担和分级,运用蒙特卡罗法进行案例模拟,确定出风险损失最小的模式为BOT模式,最后针对运作方式的选择提出合理建议。

Since the PPP model can solve the problems of lack of construction funds and inefficient construction,this model has been widely used in urban rail transit projects. However,how to choose a more efficient operation mode has become the focus of the industry. By defining the connotation and characteristics of each mode of operation of PPP mode,this paper analyzes the operation mode of PPP project suitable for urban rail transit. In addition, the article collects the experience of existing projects in the database of the PPP project and conducts the preliminary election of the mode of operation according to the type of the project. Moreover,considering the participants’ willingness and risk response ability,the two-phase decision model is established to identify, share and classify the risks of PPP projects in rail transit under different operational modes. The Monte Carlo method was used for case simulation to determine that the mode with the least risk loss was the B0 T mode. Finally,this article also put forward reasonable suggestions for the choice of mode of operation.
