摘要
在PPP项目前期,私人合作伙伴的选择对项目的成败起着决定性的作用,通过文献查阅法给出了考虑物有所值能力的私人合作伙伴选择指标体系.考虑到许多指标具有不确定性与模糊性,采用二元语义方法将定量指标与定性指标整合进行统一评价,得到每个企业相应指标的功能评价值（综合评价值）,结合每个方案的成本计算出各个投标方案的价值系数选择出价值系数最高者作为PPP项目最优先的谈判对象.
In the early stage of PPP project, the choice of private partners plays a decisive role in the success or failure of the project. Through literature review method, the index system of private partner selection is given. Considering that many indexes are uncertain and fuzzy, the unified evaluation of quantitative index and qualitative index was carried out by using two tuple linguistic method, get the function evaluation value （the evaluation value） of the corresponding index of each enterprise, value coefficient of each bidding project is calculated with each program cost, and the bidding scheme with the highest coefficient of value is selected as the most important negotiation object of the PPP project.
