摘要
随我国经济社会的飞速发展,人民生活观念不断转变,自我保健意识不断增强,对保健食品的需求日益增涨。我国保健食品监管历经了三次演变,不断完善,为确保保健食品安全做出了重要贡献。但随保健食品产业的不断发展,保健食品功能申报集中、低水平申报及中药原料使用带来安全隐患等问题也日益凸显。本文浅谈我国保健食品监管制度演变过程,重点分析我国功能性保健食品功能与原料管理相关制度及存在的问题,对我国保健食品管理制度建设提出有益思考。
With the rapid economic and social developments in China, more and more people begun to focus on the health, and the need for health food was constantly increased. The regulatory policy for health food in China has been up-dated three times, improved continuously, and made important contributions to the safety of health food. However, with the continuous expanding of the health food industry, Application limited to few function, low grade level registration and the safety risks by the use of Chinese herbal medicine as raw materials have become increasingly prominent. This article discussed the evolution process on health food regulatory system in China, analyzed the problems on the management for functions and raw material of functional health food. Then, some suggestions on the improvement of regulatory policies for health food in China are rasied.
