服务型政府是基于全球化与后工业化时代的发展要求提出来的,其建构与完善也必然要在时代的发展中前行。大数据时代的到来使社会呈现出流动性、虚拟性与多元化等特点,给社会治理带来了前所未有的挑战。这一切迫使政府在服务型政府的建设过程中去重新寻找自己的角色,并要求政府根据大数据时代的特征去刷新社会治理模式。在合作治理体系中去完善与建构服务型政府,从制度主义转向行动主义,是大数据时代政府治理模式转型的必然路径选择。

Service-oriented government is proposed due to the development requirement of the globalization and post-industrial era,and its construction and improvement is bound to advance with the development of the times. The arrival of the big data makes the community show liquidity,virtualization and diversification and other characteristics,and brings unprecedented challenges. They forced the government to re-find its role in the process of the service-oriented government building,and asked the government to refresh the social governance model according to the characteristics of the big data. It is the inevitable path choice for the transformation of government governance model in the big data,that is to perfect and construct a service-oriented government in the cooperative governance system,and from institutionalism to activism.
