北京市某区2013—2017年放射卫生监督行政处罚情况分析

Analysis of administrative penalties of radiological hygiene from 2013 to 2017 in one district of Beijing

目的:通过分析2013—2017年北京市某区放射卫生行政处罚案卷,了解放射诊疗单位依法执业情况,为今后放射卫生监督工作提供数据支持和决策参考。方法:利用统计学方法对案卷的处罚对象、违法情形、案件来源等进行分析。结果:北京市某区2013—2017年放射卫生监督行政处罚案件共128起,处罚对象以未定级(87.5%)、营利性医疗机构(84.6%)占比最高;违法情形以《放射诊疗许可证》未与《医疗机构执业许可证》同时校验、未取得《放射诊疗许可证》开展放射诊疗工作和放射诊疗工作人员未按照规定配戴个人剂量计为主;来源于社会举报的案件占7%。结论:北京市某区未定级或者营利性医疗机构,尤其以口腔专科机构为放射卫生监督重点,在加强防范放射诊疗单位常见违法行为的同时,需警惕新的违法行为出现。建议完善放射相关法规文件,加强放射安全专业培训和公众宣传。

Objective To provide support and reference for decision-making of radioactive health supervision,through the analysis of administrative penalty cases of radiological hygiene from 2013 to 2017 in one district,Beijing.Method Statistical analysis was conducted on the data of the administrative penalty cases.Result There were128 cases of administrative punishment on radiological hygiene from 2013 to 2017.Among these cases,the un-evaluated medical institutions（87.5%）and the for-profit medical institutions（84.6%）accounted for the majority.The main illegal situations were as follows：the Radiation Therapy License and the Practice License of medical Institution were not validated at the same time,radiation therapy were carried out without the Radiation Therapy License,and the radiologists did not wear personal dosimeters as required.Only 7% of the cases were from public tip-offs.Conclusion The un-evaluated medical institutions and the for-profit medical institutions,especially the dental clinics,were the focal institutions of radiological health supervision.Constant vigilance is necessary to recognize new illegal behaviors while strengthening the prevention of common illegal behaviors.It is recommended to improve the radiorelated regulatory documents and enhance the professional training as well as the publicity of radiological safety.
