国内外典型海绵城市建设投融资制度比较及借鉴

Comparison of investment and financing of typical sponge city construction at home and abroad

海绵城市建设面积广、资金需求大、运营维护成本高,在我国经济下行压力和内生增长动力不足的现实环境下,海绵城市建设所面临的资金缺口问题已经成为制约其发展的"瓶颈"因素,因而构建多元化的海绵城市融资体系显得尤为重要。通过文献调研和案例研究的方式,在梳理近年来海绵城市研究进展的基础上,选取国内的广西南宁那考河和重庆悦来新城作为西部地区典型案例,以及以国外发达国家美国、日本、德国作为研究样本,探讨分析了在海绵城市投融资方面的制度及配套的经济激励措施并加以比较;进而提出对我国海绵城市投融资层面的经验借鉴和政策建议,以期为我国海绵城市投融资政策研究和建设提供一定的参考。

Sponge city has broad construction area and costly investment and maintenance. Under the economic downward pressure and insufficient endogenous growth motivation in China,the shortage of capital has become the bottleneck restricting its development,thus building a diversified sponge city financing system is particularly important. By literature review and case study,the Nakao river in Nanning,Guangxi and Yuelai New Town in Chongqing are selected as two typical cases in the western region after combing the research progress of the sponge city in recent years. Developed countries of the United States,Japan and Germany are discussed and analyzed on their systems and related economic incentive measures in sponge city investment and financing. Then the experiences and policy suggestions on investment and financing of sponge city in China are put forward to provide some reference and promote its construction.
