轨道交通PPP项目VFM定性评价研究——基于物元分析法的尝试 被引量:2

摘要 物有所值(Value of Money,VFM)是在评定一个项目是否应该采用公私合营(Public Private Partnership,PPP)模式时的一个重要评判标准。为了解决我国轨道交通PPP项目的 VFM定性评价理论还不完全成熟、评价方法不够完善的问题,以相关资料为基础,尝试将物元分析法应用于VFM定性评价中,结合故障树理论、区间层次分析法、集对分析理论针对轨道交通项目的特殊性构建了轨道交通项目PPP模式VFM定性评价指标体系。结合北京地铁四号线进行实例验证,结果表明该评价方法具有科学合理性,达到完善轨道交通PPP项目VFM定性评价理论的目的,对我国PPP项目VFM定性评价研究具有一定参考价值。 The Value For Money(VFM)evaluation plays an important role in determining whether a project should adopt the Public Private Partnership (PPP) model or not. The current theories for the qualitative VFM-evaluation on PPP projects are still immature and the evaluation method is not effective in rail transit projects in our country. On the basis of relevant data, this paper attempts to employ matter element analysis to enhance qualitative VFM-evaluation. Combined with Fault Tree Theory, Interval Analytic Hierarchy Process and Set Pair Analysis theory, an index system for qualitative VFM-evaluation on rail transit PPP projects is built according to the unique characteristics of rail transit projects. Based on the case of Beijing Metro Line four, the results show that compared with the other traditionally evaluation models, our evaluation method is more effective and rational. It improves the qualitative VFM-evaluation theory of urban rail transit PPP projects, and provides valuable references for studying the qualitative VFM-evaluation on PPP projects in China.
