国家为解决煤层气矿权重叠提出了"采煤采气一体化"模式,但没有达到预期的效果。首先介绍了"采煤采气一体化"政策实施现状,分析当前政策的不足,认为可从市场化角度推进"采煤采气一体化",并构建市场化运作模式,最终提出政府参与该模式需要的政策建议。

The state proposed the ＂integration of coal and gas for gas extraction＂ model to solve the overlapping of coalbed methane mineral rights,but it did not achieve the expected results. The current status of the implementation of the ＂integration of coal and gas extraction＂ policy was introduced,and the current policy deficiencies were analyzed. It was considered that the integration of coal mining and gas extraction could be promoted from the perspective of marketization,and a market-oriented operation mode was established,and the policy suggestions for the government to participate in the model were proposed.
